Comparative Analysis of social security systems in the americas
This document comparatively analyzes the progress made by the
countries of the American continent in the universalization of social
security in 2019. In particular, it focuses on the universalization of
coverage from a multidimensional perspective, using the analytical
framework of the International Labour Organization (ILO), which contemplates
the dimensions of scope, extent and level. To this end, we
adapted the calculation method for the Human Development Index
(HDI) of the United Nations Development Programme (UNDP), and
three sub-indices and an aggregate index were formulated, resulting
in the following: 1) Scope of Legal Coverage Index; 2) Extent of Effective
Coverage Index; 3) Social Security Expenditure Index, and 4) Social
Security Universalization Index (SSUI).
